National policing lead on self-defence and restraints, Commander David Martin said:
“The Emergency Response Belt (ERB) was introduced into national police practice as a limb restraint.
“Its use was considered by the Association of Chief Police Officers (ACPO) and an independent group of health professionals before being included within national practice advice. ACPO would not endorse its use for anything other than its primary function.
“At the centre of police decision-making is the principle that officers will, in the face of violence, be professional, calm and restrained and apply only that force which is necessary to accomplish their lawful duty. Any use of force by officers in protecting themselves, the public and any detainee from harm should be applied with this principle in mind.”
