Performance Management

State of Policing 2015

The National Police Chiefs’ Council has responded to the annual report by Her Majesty's Inspectorate of Constabulary (HMIC) on the overall efficiency and effectiveness of policing in England and Wales.

NPCC Lead on Performance Management, Chief Constable Steve Finnigan said:

“Today’s report by HMIC acknowledges the professionalism, dedication and bravery of police officers and staff across the country.

“Forces are performing well in the majority of areas inspected. 23 forces have been assessed as good or outstanding in all three PEEL pillars while, out of 430 assessments, only 1.4 per cent were judged inadequate.

“Sir Thomas praises the service for its response to austerity. Since 2010, central government funding for policing in England and Wales has fallen by £1.7 billion in cash terms yet recorded crime continues to drop and levels of trust remain steady.

“By listening to criticism on domestic abuse, and taking rapid action to improve the support available to victims, officers at all ranks have shown their clear commitment to modernisation and change for the better. Police reform must and will continue.

“In April 2015, the National Police Chiefs’ Council (NPCC) replaced the Association of Chief Police Officers (ACPO) as the body responsible for coordinating operational policing at national level. Chief officers come together every three months to discuss the most serious threats and individual leads help to embed standards, develop joint approaches and share best practice.

“We are also working alongside partners - including the College of Policing and locally elected Police and Crime Commissioners - on a programme of reform to meet changing crime and demand on the service.”
